Clone a root with decisions on Windows

A decision's file is now named by its id and the first words of its title, so its path fits on Windows, and one command renames the decisions you already have.

A root with decisions clones on Windows

A decision named by its whole title made paths longer than the 260 characters Windows allows, so a clone failed there. A name now stays near 50 characters, and a retitle renames the file only when its first words change, with every link to it following.
